Hi dears
Generally,Is pickling and passivation in mandatory for all new unit?
we have some new unit with amine or other media that include H2S!!

In many applications it doesn't matter, in a lot of them it is critical.

the "more cirtical" are the equipments that will work in a corrosive environment, for example if you have a fluid with water is more critical than an oil or gas that is not corrosive..but his is a general rule..
what is the service of your equipment?

I told in my question. I am talking about a unit (RHU) and we have several equipments with difference service. But I know that there are some amine media and other service that we have to follow NACE MR0103 in some equipment. (H2S service)

 
Generally, for refinery process equipment (as opposed to utility equipment) it would be considered 'customary' to perform post fabrication cleaning to remove welding heat tint, crayon marks and other similar disfigurations that could act as initiation sites for corrosion. There is no need for pickling AND passivation. Pickling will remove heat tint and give the optimum surface condition.
