pin and bush material for skid steel loader

A friend is making up some replacement pins and bushes from the front end of a skid steel loader.

The worn ones are about 38mm OD (1 1/2") and come up at 60 HRc measured at the surface and 50 HRc at the core.

Obviously the originals were case hardened to get up to 60 HRc, but what material would you use to make these parts to achieve 50 HRc core hardness given they are going to be submitted to some tough conditions?

Appreciate any assistance anyone can offer.

4130 carburized could produce those hardness values.
 
Your friend would do well to have chemistry and microstructure checked. That will answer the question of material and heat treatment for the core.
