we have a control valve at which water enters at temperature 140 c and pressure 10 bars , after the control valve causes pressure drop flashing occurs in a pipe that is 2 meters long , the pipe material is of class C3D (carbon steel)of 100 mm so do we leave the pipe as it is short or upgrade the material and which material shall we use ?

It depends... To better answer to your question give us more details. You may end up either (a) changing your process (pressure and temperature) and avoid flashing altogether, or (b) changing your material to P11 or P22 grade, or (c) changing (increasing) diameter of your pipe to mitigate damage done high velocities, or combination of all.

What's the properties of the water, especially pH and dissolved oxygen?
