Pipe wall thickness less 12.5% or not for shell reinforcement calcs 1

When running reinforcement calculations in section VIII Div I for a sch-40 pipe in a cylindrical shell shall I use the published pipe wall thickness or should I enter the pipe wall less 12.5% under tolerance.

If the shell is pipe, subtract the pipe wall mill tolerance from the nominal wall thickness to obtain the usable wall (see UG-16(d)).

But do not subtract the pipe wall mill tolerance from the nozzle neck if made of pipe. See definition of "tn" in UG-37(a).

And you can recalc using actual measured thickness. Take the measurement at the nozz penetrations when the pipe is delivered. I use that extra thickness you usually find for an additional corrosion allowance.
