Pipeline Battery limit ASME 31.3 / 31.8

Dear all,
I kindly request to all the specialist if have put a battery limit between ASME 31.3 and 31.8 on BARRED TEE on pipeline configuration.
This is create a problem for difference of thickness and special spool is required.
In all the project I have seen a Battery limit at first flange after BARRED TEE.
Which is your opinion?

Generally the battery limits are that which is inside the plant boundary and that is outside the plant boundary limits.

I completely disagree. Pipeline codes extends inside plants up to the end of the pipeline.

Code breaks usually occur at flanges or valves not on piping to avoid this issue of different wall thicknesses.

You very rarely HAVE to do anything like this. It is your choice as a engineer.

I think there's currently a ballot on the B31.3 committees to better address this break. If it passes, it will be included in B31.3 Appendix N, but since the 2022 edt will probably go out for proof soon, it will not make it to that edition I reckon.

Marcello - WHO decided to put the code break at that location?

Can you change it or does it need to be the process or piping engineer?

what's your role here?

My opinion is that the code break should be moved to the first flange or other side of the first valve on the branch line. just like nearly all other similar systems IME.

My more recent experience was with power plants and power plants within refineries. In the power plants the transition was at the metering stations outside the power plants but the transition was between B31.8 and B31.1. In the refineries the transition was just inside the refinery boundary transferring to B31.3 therein. In the LNG receiving terminals the transition was at the compressor station - outgoing per B31.8.
 
IMO, the piping boundary location is the decision between two business units, i.e. Pipeline and Plant. It.s typically by the Plant border area where both parties can have an easy access to it.
 
I don't believe that is a "typical" location.

I've seen it dive but it causes lots of issues which are avoided if the pipeline finishes at the pig trap.

B31.3 really doesn't like buried pipelines.

If you end the pipeline inside the plant boundary but on the edge then everyone is happy.
