If water contamination of the piping harms the process or whill be a concern for freezing. For low pressure applications say under a 200 psig, or where the owner has other concerns like availability of water and disposal.

Don't forget that you are not limited to water and air. "Hydrotest" does not mean water only. In some cases such as those dcasto pointed out it may be beneficial to test with for example kerosene or diesel. You do need to check with the local jurisdiction - where you are doing this matters. Since this is the Petroleum Production Engineering forum, not refining, I presume that you are dealing with a pipeline, not refinery piping. So, where is the subject pipeline located? What country? Out in the middle or nowhere or running thru the playground of a child daycare center before going through the local hospital?

it's for revemping of refinery in south desert of algeria

Well, check with the local jurisdiction there. For refinery service, B31.3 or VIII (is it piping or equipment that you're dealing with?)would be one commonly used piping code if the jurisdiction does not provide guidance. See also ASME PCC-2 (Article 5.1) for some thoughts on stored energy and safe distances for pneumatic testing. A pneumatic test in a refinery would be highly unusual due to the difficulty in clearing the area of people and critical equipment.

I agree with jte (Mechanical), Review ASME PCC-2 (Article 5.1) for some thoughts on stored energy and safe distances for pneumatic testing.

CBI had to closed Interstate Highway in Pennsylvania safe distances for pneumatic testing.
