can we placed the ignation control panel of the flare with in the boundary limit of safety radius (if the safety radius is around 300 feet)? If the answer is yes, generally what is the criteria available in the code, how much is the minium distance is recommended from the flare stack?
Kindly help keeping in view any reference from the code.

If you are talking about a flame front generator type then i beleiev that you can place the mechanism itself closer but the button that you push should as a minimum be located at the edge of the safety zone as you suggest.

Hafiz,
The location of the ignition panel depends on the required access by personnel which, in turn, is most conditioned by the heat load anticipated at the base of the flare and the location of the panel. The heat load is calculated by some standardized procedures noted in API-RP-521 (and others).
An additional factor for the location of the panel is the length of flame front piping which you need to run to the top of the flare. Generally, the air/gas mixture strengths used by various manufacturers will allow you to push a flame front some 1500 ft (500m) along a 1" pipe. There are 2" and and 3" versions as well (usually with shorter runs) but the key thing is to keep the pipe the same diameter all the way along and not pocket. It should drain all the way back to the ignition panel. Some units have been up to 5000 ft from the flare (1500 m) but that's really stretching the distance to the limit and causes more problems than benefits.

If you wish you can contact me independently at Flareman_xs@Netzero.net and I'll send you some additional data to help with this.
