Placing views and how it is controlled via 3D or 2D datasets

When we have 3D and 2D as separate datasets reporting to Item rev,I place the Base View in 2D using the 3D from the selection for object type , I can see the user view I had created for creating the explosion in 3D, but when I place the view, it does not show the explosion.

But If I create the explosion in 2D file and select the 2D from the objects selection in base view, I can see the explosion.

If I want to control the view using the arrangements I set in 3D , then I have select the 3D as object for the base view. I cannot create arrangemens in 2D.

Is there a reason why NX is set up like this? Why Cannot I create the views however I want to using which ever objects I want to use.

UG/NX is an old program that has a lot of baggage to deal with. One thing they are proud of (and rightfully so) is the fact that you can open a file that was created decades ago with the latest version of NX. However, that means that the developers rarely get the chance to completely rework certain aspects of the software. The exploded view command is an old one that predates assembly arrangements (and probably PMI as well). As such, it doesn't have good synergy with those commands. I don't think it was a conscious decision to end up exactly where we are today, but rather years of various design decisions and trade-offs.
