Planning level cost estimate

Can someone point me to a source for planning level cost estimates for conventional activated sludge process units?(Lift station, primary/secondary clarifiers, aeration basins, etc.) I'm aware of Means, etc. but am not seeking engineering or construction costs, just order of magnitude estimates. I once worked for a large CE firm and we had 'cost curves' developed for each unit process-cost vs. flow. Does EPA maintain such cost data?
