I found that a small contribution can obtain a waiver for any of the rules promulgated by the planning notice.

civilperson,

That sounds disturbingly like a bribe.

....or politics

Lack of the said contribution will result in a NEW rule issued at your 90% completion which is retroactively applied! This is SOP in the Filopines.

Where in the planet is Filopines?

Philipines is an island nation east of Viet Nam and south of China. I was mis-spelling Filopinas to assuage the sensibilities of my friends who came to the US from there. Ninety million great people and a few thousand politicos with their hands out! (The other nationality allowed to serve in the US Navy).

Enlistment into the U.S. Navy, or any branch of the U.S. military, by citizens of countries other than the United States is limited to those foreign nationals who are legally residing in the United States and possess an Immigration and Naturalization Service Alien Registration Card (INS Form I-151/551 — commonly known as a "Green Card"). Applicants must be between 17 and 35; meet the mental, moral, and physical standards for enlistment; and must speak, read and write English fluently.

Filopines - a long extinct species of pine trees that was once sought out by monks to use as filing cabinets for religious scrolls.

Prior to 1992, the US Navy recruited Phillipine Nationals with offices in Subic Bay and Manila.
