Plant Cost Estimation 1975 to Present

Does anyone have a "rule-of-thumb" plant cost estimator for estimating refinery construction cost from 1975 to present? I realize that there are commercial versions of this, but I don't have a subscription to those versions. Perry's (my version) gives data from 1980 (=100) to 1993, but no later (and it doesn't go to 1975). Any direction to public domain or free data is appreciated.

I have a file from DOE which includes the Nelson Refinery (Inflation) Indices from 1946 (100)and then from 1964 on up in 5 year intervals to 2000. I can't find it again on DOE site but I can send it to you if you give me an email address.
