Plate Bending for Pressure Component

Hello Everyone,
Please have a look to attach file for a Plate from which a small piece is formed in a way where it bends from the plate thickness in third direction. In pressure vessel construction as per SEC VIII div.1 any bend restricted to longitudinal or transverse direction of rolling direction only or can i bend it as per the attach figure also??
Please suggest any clause if applicable.(SEC VIII div.1 / SEC II )

You show a flat plate, then apparently are cutting off only a small section (T wide appx equal T thick) and bending it 90 degrees.

1. Why do you suspect that operation is not permitted? YOUR final stress calc's need to include the forming and residual stress, and any welding and PWHT performed on the final assembly.
2. Why not purchase the small length of square stock instead of wasting time and money cutting the big plate down to strips?
 
c8829,I don't think there are any restrictions on what you propose. If it is thick plate, it might be worth the effort to inspect the area to be formed for laminations and again after forming.
