Plate or Forging A48-C1 : Where is it coming from ?

Hello all,
I hope someone can help.
a) According to NF A 36-205 (Edition 1982) Plates A 48 exist in three variants AP, CP and FP .
If a certification after heat treatment is necessary, a guarantee can be given and the three variants are followed by an "R"
(ex. A 48 APR, A 48 CPR and A 48 FPR) .
b) The same nuances exist in forgings according to NF A 36-605 (Edition 1982)
c) We are asked to find equivalent to A 48-C1
As the metal is for a head submitted to pressure, both plate and forging can be suitable.
d) Having a copy of NF A 36-205, I analyzed attentively the document without finding any mention to any C1 variant.
e) I have searched for an answer in the Stahlschlüssel 2013 Edition (German Key to Steels) without success .
f) I suspect the C1 variant to be imposed by another French Regulation (CODAP, ...)
After an analysis in CODAP Part 1 - 2000 Edition - Paragraph "Base Metals" Table MA6.1 I can find the reference of NF A 36-205 + NF A 36-605 // A48FP (Plate and Forging): Nothing about variant C1 .
Can someone explain where base metal A 48-C1 is coming from and what does C1 variant imply as additional requirement ?
