Plate size limit in joint

Hi all,

I am checking a calculation for a connection. The column is HSS profile and the beam is a cold-formed C-section, and they are connected via a plate with bolts. In the report, it is stated that the value "S" should be at least 2.5*t2. It makes sense to have a limit here because of the effective width of the plate, but I cannot find a reference in which factor 2.5 is stated as the limit. Do you know a reference/ standard code about this?

I'd base it on the spacing of the fasteners for the CFS member with a minimum overhang sufficient for welding... [Correction} If you have a lot of these, plate t1 can be longer than plate t2.
