I am looking for a list of companies that design petroleum platforms from scratch.

When a proposal is written up for a new platform, I am looking for the companies that bid on those proposals.

If anyone knows where I could get the information of the compaines that would do the bidding, that would be great.

Jeremey, I'd suggest you prequalify all the big contractors: KBR, Bechtel, Kvearner, Fluor Daniel, AMEC, Snamprogetti, Petrofac etc and also some of the specialist design companies like Mustang, Intec Engineering or Mentor.

There are other companies like GVA who specialise in hull & jacket design & contruction, but the bigs boys (listed above) will be able to integrate the whole thing: jacket/ hull, topsides and installation, as it's all dependant upon each other!

In Europe, is a database maintained by Achillies for mainly Eupean based oil & gas suppliers that you can search on various criteria. The advantage of the Achillies databasr is that all of these companies have prequalified to be listed (see for more information on their prequalification criteria), so it's not simply a list of compaies. FPAL is part of UKOOA which (if you pay up & join) will give you details of a number of suppliers contractors etc with their capbilites, standard contracts, and so on. (
 
GVA consult in the vessel or hull design. You may want to differentiate the topsides or processing area from the platform deck. In this context the platform deck may be supported on a floater or a fixed jacket for shallow water. A subset of these companies have deep water experience.
