Platform life saving equipment requirement

Could you please help to explain the philosophy of life saving equipment (life raft)for Offshore platform: what is minimum required number of seats for life rafts? 100%, 150%, 200%...??

1. Fix manned platform?
2. Fix unmanned platform?

Is there any different of above requirement btw "Live" platform and "Shutting down" platform?

A MMS memorandum of understanding places survival craft and general alarm requirements with the Coast Guard. Many differend codes and standards apply and vary by location. North Sea requirements differ from Gulf of Mexico requirements. Study the SOLAS (Safety of Life at Sea) regulations.

For the USA, obtain ABS requirements for the various type platforms and vessels at Register at this site for free downloads of the individual ABS requirements. Also review the Federal Register listings for the Department of Interior Mineral Management Services requirements and US Coast Guard Requirements. See API RP 2FPS for FPSO requirements. Similar standards apply to other type platforms. API RP T-7 applies to rescue training. Many other standards apply.

I worked on a fixed platform for a couple of years. We had life rafts for over 100% of the temporary construction crew (over 500 people) in addition to the survival crafts on the platform and on the accommodations vessel.

Time for a bit of homework.
