Is anyone aware of a reference for playground equipment design requirements in the united states?

I have a 28ft tall steel climbing tower that i will be reviewing, shortly, and I'm primarily looking for live load requirements.

typing "playground equipment design standards" into Google comes up with lots of relevant documents. CPSC docs, ASTM stds, etc.
 
By climbing tower, do you mean artificial rock walls, or another type of climbing?

If you aren't concerned about sharpening the pencil too much, construction worker live loads (250lbf vertical & 50 lbf horizontal) would be a decent starting point for the latter.
