Please anyone explain that how long electrodes are kept in holding oven and which ASME code states that

There is no maximum time for holding coated electrodes in a holding oven defined in ASME Codes. Check with the electrode manufacturer. We have held low hydrogen electrodes for months in temp controlled ovens.
 
Most shops have a procedure that defines the minimum time that they require. I have seen everything from 2hrs to 12hrs.

300 °C ? limited time for basic rods! Mostly in the 2 - 3hr range. This is for baking (once). Mind, there is a limit for rebaking! the 12 hr Ed says, would probably be linked to rebaking.
few degrees above room temperature (up to 80 °C ): indefinitely, this is to avoid hydrogen pick-up.
 
No code explain, but it is based on manufacturer recommendation
