Plinth on RC slab - reinforcement?

I would like some opinions on the subject below:

I am installing a freshwater pump on a concrete plinth. The pump sits on a steel frame fixed on a 200 RC cover slab.
This is fixed on hollow blocks walls (1.2m tall) with rebar threaded through - will be filled with concrete.
This system will not be fixed straight against the existing ground slab but will cast a 75mm concrete upstand.

It is a square 2x2m. The void between walls will be filled with soil.

My question is whether the upstand needs to be reinforced or not. I am not sure whether the existing slab is reinforced and would like to avoid the risk of damaging the existing slab. I am unsure bout soil conditions. I am inclined towards providing the rebar but I don't want to install unnecessary reinforcement if I can avoid it.

Why a plinth? and I wouldn't normally refer to the construction as a plinth...
