which comes first , the preparation of the plot plan or Hazardous area classification?

which came first the chicken or the egg? The hazard rating of an installation depends on the deployment of its units and the intrinsic danger of each.

Usually the plot plan comes first, but is laid out with hazard areas in consideration, I.e. you don't out the electrical room right next to the main process area or place a big tank right by the fenceline.
