Plotting and "scale lineweights"

Another question to throw out to the masses...... Running Acad LT2000.....

We get drawings from a bunch of different customers to use as templates. Some of them, when we go to plot half or quarter size dwgs allow us to use the same ctb as full size prints, just change paper sizes and check the "scale lineweights" box in the print dialog to account for the smaller print size. The problem is, with some drawings, this check box is greyed out so the weights can't be scaled down, and everything comes out a lot darker; too dark, for say, a 24x36 sheet plotted 8 1/2x11. So, we need to create a new ctb file for the smaller prints, resulting in changing print files for all dwgs from check prints to finals, and it snowballs as the projects get bigger. Is this something simple that we're just missing?
 
if you go to the pull down box for line types , select other,
then check the box for use paper space for scaling.

You can then scale lineweights at plot time
