PLS Cadd "Generating Allowable Span File" error

Good evening-

I'm new to the pls cadd software. I've taken the training course as my first introduction to the program, so bare with me as I'm trying to learn.

I tried to generate the span files for use in optimum spotting however, I couldn't get the span files because they ended early do to errors. I followed the tech note on optimization and had some success with tangent structures. However, the deadend structure, RUS TS-5G, fails because the usage is at 366% at a wind span of 0. To me this makes no sense because the structure should be able to handle more.

Notes:
I and using structures straight from powline's RUS library.
The conductor is penguin.
I removed load cases that use max wind and cases that have broken conductors.

Any insight would be appreciated!

I don't do the opt spot stuff and am not very familiar with the allowable spans part. I would call the PLS guys tech support and see what they say. The span of 0.0 seems to me means the wire tension overloads the tower/pole even with a wire span of zero feet. The dead end RUS files on their web site should be able to work. Maybe pick a different tower?
