Pneumatic Blending of Fuel Oil

I am looking for technical literature on in-tank pneumatic blending of fuel oil with a cutter stock to achieve a lower viscosity product. Several people in the local market say “no problem, get a compressor, install an air spider in the bottom of the tank, and let her rip.” And, “we do this all the time.” What I need to know is how much air must be applied to achieve a blended tank in X-hours. Guidance on the sparger design would also help. I am hoping somebody can direct me to a research paper, a book on the subject or some other source that will allow me accurately design such a system.

I am well versed in using agitators and jet nozzles for this application and I have seen the Puls Air system. My client wants me to explore this option.

Any ideas?
