Pneumatic Testing Stored Energy Limits

We are currently reviewing pneumatic testing procedures for B31.3 piping systems. I have seen where some E&C company specifications use a stored energy level maximum of 50,000,000 ft-lbs as the criteria to limit pneumatic testing or require closer review before continuing. I am curious as to how this number was established before trying to incoporate it into a procedure. I am not sure if this is a company preferrence or was established by calculation or testing. Any comments will be appreciated.

I have previously used 883MJ as the stored energy limit equivalent to nearly 200kg of TNT or 651,250,000 ft-lbs give or take. Unfortuanately, I do not know the reference and my a surprising stroke of coincidence I was at least 1000miles away when testing occurred.
