In a hydronic system is the pressure compensation by the expansion tank instantaneous?

Not exactly. It would depends on how fast the compensating liquid volumes can flow into or out of the tank, which in turn depends on the driving pressure differentials, pipe lengths and diameters that make up the system.

Can anyone explain WHY the compression tank is the point of no pressure change in a closed hydronic system? Thanks.
 
Uh, because it can accept or deliver modest volumes of liquid without substantial pressure change?

A standpipe would work as well, but take up more space ... and allow some ingress of oxygen.
