Point of zero movement

There is a thread started Jan. 11, 2006 and now closed concerning how to find the point of zero movement for a bridge. One of the responses refers to a CalDOT example and gives a link, now obsolete, to a memo-to-designers with this example.

I have looked at the CalDOT site and so far have not been able to find this particular example. Does anyone know if it is still available, or if there is a link to another example?
