Polymer boiler water treatment program

We use a polymer based boiler water treatment program here where I work. I have had only phosphate programs where I've been before, and the blowdowns there were constant to remove sludge, solids, etc. Now with this program, since from what I understand maintains things in solution (and that's one of the questions I'm asking about..) is the bottom blowdown used less frequently and the material removed from the system from the surface blowdown? Could someone enlighten me on this mehtod of boiler water control?

So, if phosphates form a sludge, does the polymer product do the same thing? Or does it keep it in suspension and dispersed somewhat?
