Poor quality Tif files

I am trying to tidy up a couple of Tif images from scanned Velos (Remember those really old plasticised drawing that engineers used to use? Well we've still got heaps of them.) I don't have the software I have been using in the past (Microstation with IrasB)
How do you despeckle stuff with AutoCAD?
Also how do you merge 2 tif files to either a tif file or a dwg? I've used insert raster image and positioned them so it's just tidying up to do.

The reason I'm trying to do this on AutoCAD is because of the beauracracy in the company I work for is so bad it took me over a year to get Microstation v8 and I've got IRASB on order, but I suspect it will be a while before I get it. I can't see me getting any other upgrades any time soon.
I've had a look about on autodesk web site and I haven't found anything to help yet. Any advice would be greatfully received.
