Portable Generator reverse service plug and receptacle

About once every ten years I have to explain to some ignorant person what it is a bad thing to use a trailerable generator set with male ends on the cord that supplies power to the female receptacle. In our specific example we use this set up to provide back up power for sewage lift stations using a trailerable generator. We typically specify a reverse service plug end to go on the 25' cord on the generator and a reverse service receptacle to be fixed mounted on the lift station w/manual transfer switch. Anyone know where in the NEC this might be covered. In my particular instance general common sence is not enough. Where does it say that male ends can't be the hot ends.

There is at least one case of someone being convicted of man slaughter and being sued for using such a set-up.
The senario was: 1. Storm takes out electrical service. 2.) Homeowner hooks up generator to dryer outlet using reverse wired plug. 3.) Utility crew begins work to restore power. 4.) lineman gets electrocuted by power backfeed to system from generator.
