Post-tension tendons cut before measuring

I almost had a project (Slab on grade) that had post tension cable ends cut off before the elongations were measured. It turns out that it was someone elses project, but it made me ask myself how I would be able to verify stressing if there were no elongation data. No data is unacceptable, but I don't want to damage work that is potentially good. Do I have the short cable tails coupled and lift the wedges out to verify tendon stress? What alternate means of verification, if any, might I rely on.

Thanks BA. I don't see any other choice as well, but I can't tell you how many times I have issued a fix for a marginal condition only to show up and find things worse than before the fix. This is mostly true when there is a torch around on a steel job, but the idea is the same. Thanks for the input.
