The potentiometer on the low water cut off is not moving so it is not sending the signal to the water feed valve to close which is cause water to continue to fill the boiler(which is a steam boiler),what can I do to fix or the potentiometer to move and do it's job.

First, determine whether the potentiometer really isn't moving or if, as is probably more likely, it's just the signal out of the potentiomenter that isn't changing.

There is generally no point in trying to repair a pot which is misbehaving electrically - all you can do is buy yourself a little time.

The fault has probably created you the luxury of a little bit of (admittedly unplanned) down-time. This could be a good opportunity to replace the pot with a non-contact device. There are some very nice packaged RVDT and LVDT based devices out there which might make for a drop-in replacement and are much more tolerant of all sorts of contamination.
