Powder Coating O-Ring Contact Surface?

Could an o-ring's seal integrity be compromised if the sealing surface is powder coated? The gland would remain uncoated and machined to the appropriate surface finish, however the plate that bolts down and presses the o-ring into its gland would have a powder coated surface (as opposed to an unpainted surface, machined to the appropriate surface finish).

This is for a relatively low pressure application, pressures typically 25 psig and temperatures below 250°F.

As long as the final groove dimensions are appropriate, I would think it would be fine. Powder Coat is basically a plastic, and plastic parts are made with o-ring grooves all the time.
