Power Flow in Interconection

dear all,
This month, we have expanded our power system with additional 5 x 1.2 MW Genset at MINING area. The first power plant is at PORT area, 15 km far from the location with 19 MW installed capacity. We use 11/70 kV transformer for tranmission line. Before gensets are installed the flow of power is always to mining area. After the installation there is possibility to send the power to port. I can't find how to control the OLTC of the 11/70 Transformer if sending to port or to mining area. Should we change manually every the changing of the flow? Should we add more control system?

Transfomer spec:
7.5 MVA 11/70 kV 1.25% tap changer; 20 steps; OLTC location is at HV to control fixedvoltage at LV.
TX 1 at port fixed at step 5 (11/70 kV)
TX 2 at Mining (mode automatic) at step 8.

Changing the OLTC settings won't change the power flow much. It will only change the reactive power flow (VARS). To change the power flow, you have to adjust the governors on the gensets.
 
If you reduce the kW output of the generators in the PORT area, the new generators will begin to pick up the load.
