Powerful magnetic force from an electromagnet,

Is it possible to produce over 1000 lb of magnetic force over a distance of 4 inches, using an electromagnet?
How difficult would it be? Explaining the general spec's of such an electromagnet?
And most importantly, the most expensive part of all the power input... How much power would this electromagnet need? A few kWatts?

@EdStainless, could you explain why it would be in detail?
@IRstuff most of those electromagnet's forces are rated at 3000 lb + at direct contact, and 90% of that force is dropped with a gap that is 0.1"... Yet they don't consume a lot of power, I assume by increase P from 200W to 2000W the results would easily show.
