PQR as qualification? Section IX 1

Good morning all, I have had a question brought to me about the PQR and the welder that performed the test.
Is it mandatory to write a WPQ for the welder that qualified the PQR?

My initial thought was that all welders must have a WPQ written for there qualification.
But if the welder qualified the PQR, would that not be acceptable? Searched Section 9 and ASME interpretations and could not find anything allowing it. Which is probably my answer but wanted to bounce it off of you all.

The welder must have a performance qualification record generated even with qualification of a WPS. The PQR can be done concurrent with the WPQR.

please see QW-301.2
"......
The welder or welding operator who prepares the WPS qualification test coupons meeting the requirements of QW-200 is also qualified within the limits of the performance qualifications, listed in QW-304 for welders and in QW-305 for welding operators. He is qualified only within the limits for positions specified in QW-303."

That means you must issue a WPQ based on the Procedure Test coupon with the qualification ranges of QW-304 or QW-305 as applicable.
