PQR with two processes

we have a 15mm plate for PQR which is welded by two processes: 4mm GTAW and 11mm SMAW . can we write a WPS for a 19mm thickness plate only with SMAW process by support of that PQR?

Yes, the 19mm is within the maximum qualified SMAW deposit thickness of 22mm per QW-451.
