Pre-Cast Culvert Box Closures - Solid Block? CMU? Steel Plates?

The master drainage plan for a community has changed.

As a result, I need to close off some RCB culverts between community equalization basins (amenity lakes).

There are total of 7 Culverts that I need to close off, and they vary in size from 6x4 RCBs to 8x8 RCBs.

Since these are equalization basins, I will have the same head on both sides of my closure wall. Below is an example of 1 location...

Question:

What do you think the best/easiest way to close off the boxes?

[li]I could do solid concrete blocks?[/li]
[li]~6" CMU?[/li]
[li]Steel Plates?[/li]
[li]Maybe the pre-casters have some ideas?[/li]
[/ul]

Other things to consider:

1) The chamfer at the corners seems like it would cause headaches. We would have to cut brick there and grout a bunch I guess.
2) I can dowel into the boxes, but I doubt I could embed anything more than 4" in.

I have googled this, but not come across any details. Surely, I'm not the first person that has closed off boxes?

If you're confident that the head is the same on both sides, theoretically you could put in a PVC or HDPE membrane, battened around the perimeter. Maybe add a few vertical or horizontal members to stiffen it and keep it from billowing.
 
I think that 80 mil EPDM... would work really well as long as there are no water born projectiles... poke a hole in it to make sure the level is the same on each side. Secure using tapcons with a batten.

Rather than think climate change and the corona virus as science, think of it as the wrath of God. Feel any better?

i think you need to plan on the possibility of unequal water levels or possibility of damage by other unknown means
cost is not that much more to put in a thicker plug
