precast column dowels

on site the dowels of a precast column below (32 dia) are offcentred. However the above precast column with grout tubes is already ready to be installed with the tubes at the right location but the dowels below being offset .
is the only solution to drill and epoxy new bars at right location and cut off the old?

Is 32 dia size of the reinf in mm .? Can you post a sketch showing the locations off centered rebars ?
I got a similar problem in past. I have used steel transfer plate instead of drill and epoxy new bars at right location and cut off the old.
