I come from a UBC background, where friction connections are verboten. But most of Wisconsin is seismic A, and recently adopted IBC 2000 for it's building code. There's a supposed statewide acceptance of friction connections which is tiresome to confront. I can justify the friction connections illegal by these code sections:

I seem to recall justifying mechanical ties further in the IBC. But I should think this was sufficient if it be justified by code. rather than sound judgement.
But for completeness, I would like to know, if anyone believes in the efficacy of precast friction connections, can you justify it by code?
