Precast Concrete Stair Cracked or Uncracked

I am designing guardrails for a precast concrete stair in a parking garage. I am using embed plates with cast-in-place anchor on the side of the stair. Should the concrete be considered cracked or uncracked for this application. Are there any references available that cover precast stair design? Thanks!
