Precast Electrical Pad

How does the EOR approach the design of these precast electrical pads.

The electrical utility specifies use of a certain PAD. I can easily bring these drawings and reproduce the required structural info.

What about the anchorage, do they want to use post-installed anchors in the top surface of the precast?

I don't have any issues with these but I'm not familiar with the process using precast and utility required details.

The way I understand it the utility is providing the transformer but the contractor is providing the precast pad.
I feel like I need to at least say the anchorage forces or spec a minimum anchor.
 
Key word seems to be electrical and utility specified transformer.
 
Poking fun with my last post but honesty this is one of those areas where there are too many chefs in the kitchen so everyone thinks some else it handling. Here is more of the technical resources if that is what you are interested in. Link

My experience is the utility would have some standard reference like above and that dictates. The field side gets even move hazy but a good inspector for the utility often reminds the contractor/knows/catches this.
