Prequalified BUEP and BSEP Moment Connections and Column sizes

Does anyone know why the AISC 358-05 does not have a limit on the column size for the prequalified BUEP and BSEP moment connections as opposed to the FEMA 350. I understand that FEMA did tests on various column sizes and recommended using W12's and W14's for SMF. Did AISC do further tests that allowed deeper column sizes?
