Press guards and 2 hand control

I have a question regarding a hydraulic straightening press. This is going to be a small tonnage press (under 6 tons). Does this press require guards and 2 hand control.

Here is a second question. How can a company like Enerpac or any other press company sell presses without guarding or 2 hand control.

I've always included two hand on presses. 6 tons will maim you as well as the last press I built controls for, (500 ton). I don't need the liability.

There is a document that should say, I saw one eons ago. Perhaps it's an OSHA doc?

I have looked at some OSHA docs and as usual they leave loop holes in there.
