Pressure containing and Non pressure containing

What is a pressure containing and what is a Non pressure containing part.
Per API 6A 3.1.72 Pressure containing part is a part whose failure to function as intended result in a release of retained fluid to the atmosphere. But does not mention anything about Non pressure containing. Please suggest.

Pressure reataining is normally considered to be in contact with the fluid handled. Non pressure retaining would be like a fillet welded bracket or gusset on a pressure retaiing item....

Would it not be a case of if the item does not meet the criteria for being classed as 'pressure containing' then it must be classed as 'non-pressure containing'?
