I'm looking for European equivalents of the API practices for relief valve sizing and installation in refineries. Does anyone know of a suitable resource?

In Europe we also use API RP 520 and 521 for relief valve sizing and installation. These API standards are basically considered "International Standards".
 
Well the PED DOES NOT contain a formula for sizing. Its actually referes to e.g. teh API520 for sizing. It mainly deals with the situations where a PSV is required.

Local laws may apply for each country especially for fired boilers and such i believe.
