Pressure vessel leg and base plate design

Can someone point me to a method to calculate leg base plates with only two anchor bolts located within the flanges of the I-beam leg. See Bednar 2nd edition Figure 5.5. The value I calculate for C/ab is smaller than the value P1(d/2)/(a^2 b/6) so I cannot apply his method. He notes that in most practical cases the first term is larger than the first but that is not what I have found. Is there possibly a typo in the book.

M = 3,455,345 in-lbs (at top of legs)
OD = 108"
BCD = 116"
a = b = 12"
d = 8"
