Can anyone please tell me what the RFBF stands for when specifying a 3000 # RFBF nozzle?

One guess is "Raised Face Blind Flange"

The 3000# flanges refer API 6A) may have machined back face, called back facing, as alternative to spot facing of the bolt hole. I suspect that the back facing is specified in this case. However, I cannot exclude explanation provided by SnTMan.
