Pressure Vessel Steel Plates for Sour Service

I wish to seek help from the Community regarding the SSC and HIC requirement in ISO 15156 for steel plates used for pressure vessels.

ISO 15156-2015 states the following requirement for pressure vessel steels:
"A.2 SSC-resistant carbon and low-alloy steels and the use of cast irons
A.2.2 Application to product forms
A.2.2.2 Pipe, plate, and fittings
Pressure vessel steels classified as P-No 1, Group 1 or 2, in Section IX of the ASME Boiler and Pressure Vessel Code are acceptable.
Products made from flat-rolled steels in contact with trace amounts of H2S [i.e. even if pH2S is below 0,3 kPa (0,05 psi)] can be susceptible to HIC/SWC damage."
So for SA516 Gr 60 and Gr 70 steel plates,
1) Is it correct to say that, since they belong to P-No 1, Group 1 and Group 2 respectively in ASME Section IX, these plates would inherently SSC-resistant and the only tests are hardness and HIC tests and not SSC-test ?
2) is there a need to perform any SSC-test and HIC-test for the welding qualifications ?
3) is there a need to perform any SSC-test and HIC-test for the production testing ? The need for such crack-resistant tests are silent in ASME VIII Div 1/2.

1) No - because it is down to the end user to decide. See the Warning ahead of Clause 1.
2) Possibly - dependent upon the end user's directive

Thankyou for your response to my enquiry on Pressure Vessel Steel Plates for Sour Service.

I would appreciate very much if you could point to me the Clause 1 mentioned in your reply ?

I need to deal with a steel mill who insisted not to conduct SSC tests by complying to ISO 15156 A.2.2.2.

Clause 1 is at the beginning of the document on page 1. It starts with the character 1, and is followed by the word "Scope." Above "1 Scope" is a paragraph, all in bold type, where the first word is "WARNING."
