How appropriate is pressuremeter testing for determining settlement characteristics in the following soil profile; where a large areal load will be placed (say 10-15 feet of new clay fill)?

- New fill placed over residual lean clay (very hard-shale texture, 90% fines). Groundwater is within
the upper 3-feet. Although, phase relation indicates >98% saturation, moisture is at the plastic
limit of 25 (LL=42).

My guess is that the stress increase will be well below the pre-consolidation pressure.

There is a modulus value to the material though. . . Irrespective of the 1-d consolidation properties, Pp or other such parameters, you'll apply the load and something will deform. The DPT also returns soil modulus values.
