Prevent Deletion with Knowledgeware?

I have some geometry that is part of a "Smart part", that needs to be prevented from being deleted, even when not used. (at a given moment)

Is it possible to either use a Knowledgeware rule to prevent deletion, or a reaction to undo the deletion, after the fact?

hmmm...

add a list with all element you want to keep
have a action run if the count of the list change (not sure this part will work)
the run will just undo
